Candidates with experience in HV/EHV substations, power transmission and distribution, utility infrastructure, electrical installations, and major EPC projects are highly preferred.
Key Responsibilities
- Implement project HSE plans, policies, procedures, and site safety requirements.
- Conduct regular site inspections to identify hazards, unsafe acts, unsafe conditions, and potential risks.
- Monitor civil, electrical, MEP, mechanical, lifting, excavation, confined-space, hot-work, and work-at-height activities.
- Ensure employees, subcontractors, and visitors comply with approved Risk Assessments, Method Statements, Job Safety Analyses, and safe work procedures.
- Monitor Permit-to-Work (PTW), Lockout/Tagout (LOTO), electrical isolation, hot work, confined-space entry, excavation, and work-at-height activities.
- Ensure appropriate PPE is available, correctly selected, and properly used.
- Conduct HSE inductions, toolbox talks, safety briefings, awareness programs, and emergency drills.
- Support emergency preparedness and response arrangements, including fire, medical emergencies, evacuation, and rescue procedures.
- Inspect fire-fighting equipment, first-aid facilities, emergency equipment, safety signage, access routes, barricades, and emergency exits.
- Monitor housekeeping, waste management, material storage, traffic management, site access, and general site conditions.
- Ensure hazardous substances and chemicals are safely handled, stored, labelled, and disposed of.
- Monitor lifting activities, including cranes, lifting equipment, lifting accessories, rigging practices, and approved lifting plans.
- Inspect scaffolding, ladders, temporary works, excavations, trenches, access platforms, and other temporary structures.
- Monitor electrical safety, particularly around HV/EHV equipment, substations, temporary electrical systems, cables, switchgear, transformers, and energized systems.
- Report unsafe conditions and recommend immediate corrective and preventive actions.
- Intervene in or recommend stopping unsafe work where there is an immediate risk to personnel, equipment, property, or the environment.
- Record and investigate incidents, accidents, near misses, unsafe acts, and unsafe conditions.
- Assist with root-cause analysis and development of corrective and preventive actions.
- Prepare incident reports, near-miss reports, safety observations, inspection reports, and other HSE documentation.
- Track HSE observations, non-conformities, corrective actions, and action close-outs.
- Monitor subcontractor HSE performance and ensure compliance with project HSE requirements.
- Participate in internal, client, consultant, and regulatory HSE audits.
- Maintain HSE records, including permits, inspection reports, toolbox talks, training records, incident reports, and corrective-action registers.
- Monitor environmental controls relating to waste disposal, spill prevention, dust, noise, pollution prevention, and site housekeeping.
- Support implementation and maintenance of ISO 45001 and ISO 14001 requirements.
- Monitor compliance with applicable UAE HSE legislation, client standards, project requirements, and recognized international safety standards.
- Coordinate with Project Managers, Engineers, Supervisors, QA/QC teams, subcontractors, and workers to resolve HSE concerns.
- Participate in daily coordination meetings, toolbox meetings, HSE meetings, and project safety reviews.
- Prepare daily, weekly, and monthly HSE reports and maintain project safety statistics.
- Monitor leading and lagging HSE performance indicators and support achievement of project safety targets.
- Assist in developing HSE campaigns, behavioral safety initiatives, awareness programs, and safety improvement activities.
- Conduct safety observations and communicate lessons learned across project teams.
- Ensure safety signs, barricades, warning notices, access controls, and other safety arrangements are properly maintained.
- Provide guidance to workers and supervisors regarding safe working practices and applicable HSE requirements.
- Assist with project close-out by ensuring HSE documentation, records, and compliance requirements are completed.
Candidate Requirements
- Bachelor’s degree or Diploma in Occupational Health & Safety, Environmental Science, Environmental Engineering, Engineering, or a related discipline.
- 3–7 years of relevant HSE experience, preferably within construction, EPC, power, utilities, infrastructure, industrial, or electrical projects.
- NEBOSH International General Certificate (IGC) or an equivalent recognized HSE qualification is preferred.
- IOSH, OSHA, ISO 45001, ISO 14001, First Aid, Fire Safety, or other recognized HSE certifications will be an advantage.
- Strong knowledge of construction and electrical safety practices.
- Practical experience with site inspections, safety audits, risk assessments, toolbox talks, and HSE training.
- Good knowledge of PTW, LOTO, work-at-height, lifting operations, excavation, confined spaces, hot work, and emergency response.
- Basic understanding of incident investigation and root-cause analysis.
- Experience monitoring subcontractors, contractors, and workforce HSE compliance.
- Good understanding of PPE, fire safety, emergency response, first aid, and environmental controls.
- Familiarity with UAE HSE regulations, client requirements, and project safety standards.
- Strong communication, interpersonal, reporting, coordination, and problem-solving skills.
- Ability to work effectively in a demanding construction or project-site environment.
- Proficiency in MS Office and HSE reporting/documentation systems.
- UAE or GCC project experience is preferred.
